Abstract:

Dr. Inga Zaitseva-Pärnaste will present a comprehensive overview of criteria specifically tailored to navigational risk assessment for Estonian offshore wind farms (OWF). The proposed navigation risk assessment criteria offer a structured and quantitative approach for evaluating the safety level of navigation within the vicinity of OWF. Applying unified criteria to all prospective OWF provides decision-makers and stakeholders with a systematic approach to identifying hazards and prioritizing safety measures. The study highlights the importance of real-time simulations as an effective tool to assist experts in assessing navigational risks. The research also emphasizes the significance of stakeholder collaboration in implementing robust safety protocols and fostering a culture of safety awareness among mariners and OWF operators. The research contributes valuable insights into navigation risk assessment criteria specifically tailored for OWF in the Estonian context. The findings serve as a foundation for enhancing navigational safety standards, minimizing potential collisions, and ensuring the sustainable coexistence of OWFs and maritime activities in Estonia's territorial waters. The proposed criteria and risk assessment framework can be utilized as a reference for other regions with similar offshore wind energy developments, promoting best practices in maritime safety and environmental protection.

Speaker Biography:

Dr. Inga Zaitseva-Pärnaste is the Program Director and Associate Professor at Tallinn University of Technology's Estonian Maritime Academy. A recognized expert in hydrography, maritime spatial data analysis, nautical cartography, and waterway design, she has made significant contributions to the field of navigational risk assessment, particularly in understanding the impact of offshore wind farms on navigational safety and shipping. Inga’s extensive experience in hydrography has also involved her in numerous international coastal development projects. Beyond her administrative leadership, Inga actively enhances the Waterway Safety Management curriculum, preparing future hydrographic professionals with the critical skills required for the industry. As a certified International Engineering Educator (ING-PAED IGIP) by the International Society for Engineering Education (IGIP), she combines innovative and practical approaches in her teaching. Her research interests include coastal management, maritime safety, and navigational risks. Inga has held  scholarly positions, including as a Marie Curie scholar at Sheffield University’s School of Mathematics, a Fulbright scholar at the University of Southern Mississippi, NASA’s Stennis Space Center. In addition to her academic and research roles, Inga serves as a board member of PIANC Estonia and WISTA Estonia, and she leads the Marie Curie Alumni Association Baltic States Chapter.
